It's better to avoid doges from the garden, because they may try to destroy the garden. you can lock them in the room.

Talk with your neighbor about the dogs. And if the dogs continue to run and mark, then yes call animal control.

Good luck.
References :
It's not clear from your question what your situation is. If the area in question is truly a common area and doesn't specifically belong to any one person, then none of it is really yours so you can't hope to protect it. If some of it really is yours, then you should be able to fence it off so that the neighbor's dogs can't get to it, and you should also be able to get laws about animal control enforced.
References :
Coffee FRESH GROUND coffee around the boarders helps

Another thing that works well>ANIMAL CONTROL

If these dogs are allowed to run free with NO leash call Animal Control and I bet they won't be allowed to roam free again
References :
Here's what you need. You should be able to get it at Petsmart or any good pet supply, if you don't want to order online.

And it's a natural lemony scent so it won't harm your child.
References :
Any tips/tricks on how to keep dogs out of my garden/landscape bedding?
I've been told that sprinkling a little cayenne pepper around the edges of landscaping helps keep cats out of it. However, my problem is the neighbor's dogs whom continue to urinate on my garden fencing and decorative landscaping. We live in duplex style housing, and have a common patio area. I like my neighbors and don't wish harm upon their dogs, but don't like my child playing on the things their dogs have "marked".
